I think the person who made the logo1 could have hierarchized more the information, or add more reading levels, it seems as if everything was shouting at the same time. I'm not sure where to start looking.
And logo3, well, thought it looks neat, it doesn't atract my atention at all, I mean, the banner should be very appealing visually, and I just look at it and nothing happens..
So I voted logo2, not the best but it has a good color contrast and I think that if they adjust the interline of the phrase to the right, the design would be better.
